What are the Insurance Continuing Education requirements for California?

Agents & Adjusters

24 CE hours total including:

  • Ethics: 3 CE hours

Limited Lines Automobile Agents

20 CE hours total including:

  • Ethics: 3 CE hours

Are there any subject area requirements for California Insurance CE?

Life Agents

NEW: Effective January 1, 2025, resident and nonresident life agents licensed on or after January 1, 2024, who engage in the sale of individual life insurance policies other than term life with no cash value, will be required to complete 4 CE hours of life insurance training before soliciting consumers to sell these policies.
Only courses approved for "2025 Life Insurance Policies 4-Hour" credit will satisfy this requirement.

Variable Life Agents

NEW: Effective January 1, 2025, resident and nonresident life agents who sell individual variable life insurance policies must complete 2 CE hours of topic specific training before each license renewal. The 2 CE hour course requirement applies to agents with licenses issued or renewed after January 1, 2025.
Only courses approved for "2025 Variable Life 2-Hour" credit will satisfy this requirement.

Life Settlement Broker

Individuals not licensed as a resident or non-resident California life agent or who have not held California life agent license for more than a year are required to complete 15 CE hours related to life settlements and life settlements transactions, prior to operating as a life settlements broker.

Property, Casualty or Personal Lines Agents

Homeowners Insurance Valuation: 3 CE hours as a one-time training must be complete prior to estimating the replacement value of structures in connection with, or explaining the various levels of coverage under, a homeowners' insurance policy.

Agents and Brokers Anti-Fraud Training

Licensees will be required to complete 1 CE hour worth of anti-fraud training as part of their ethics study.
The California Department of Insurance is offering the training on it's own for those individuals that have already completed their CE requirement and only need the new training to renew.

Are there any course approval restrictions for California Insurance CE?

  • Licensees must take courses in license type held.
  • Personal lines brokers and limited lines automobile agents may take any course approved for P&C credit.
  • Courses approved as life only can only be taken by producers with a life only, or life, accident, and health license.

When does California Insurance CE have to be completed?

The last day of your license issuance month every 2 years

Can Insurance CE courses be repeated?

Courses cannot be repeated more than once in a 2 year license term. Within the first 4 years of selling LTC products, producers may only repeat an LTC course every 24 months from the original course completion date.

What are the Annuity Training requirements for California?

Initial Training
Hours: 8
Frequency: One-time training must be complete prior to selling Annuity products.

Ongoing Training
Hours: 4
Frequency: Ongoing training must be completed every 2-year license term following the initial 8-hour training completion.

Effective January 1st, 2025, residents and non-residents must comply with California annuity best interest training requirements before selling, soliciting or negotiating annuity products.

What are the Long-Term Care Training requirements for California?

Long-Term Care Training

Initial Training
Hours: 8
Frequency: One-time training must be complete prior to selling LTC products.

Ongoing Training
Hours: 8
Frequency: After completing the initial 8-hour training requirement, producers licensed 4 years or less must complete 8 hours of state-approved LTC training annually for the first 4 years of licensure. Producers licensed more than 4 years must complete 8 hours of state-approved LTC training in every 2-year license term.

Important Notice: In order to solicit/sell long-term care insurance in California, agents need to hold a current license as: Life Accident and Health Insurance Agent, and you must comply with the LTC 8-hour training requirements. If holding a Life-Only Agent license, agents may sell LTC only as an LTC rider on a full life policy, and must also complete the 8-hour training requirements.

Long-Term Care Partnership Training

Initial Training
Hours: 16
Of these 16 hours, 8 hours must be fulfilled in a state-approved classroom, and 8 hours must be fulfilled by taking a state-approved LTC self-study course.
Frequency: One-time training must be complete prior to selling LTCP products.

Ongoing Training
Hours: 8
Frequency: After completing the initial 16-hour training requirement, LTCP insurance producers must complete 8 hours of state-approved LTCP training in every 2-year license term, which must be fulfilled in a state-approved classroom.

Residents and non-residents must comply with California training requirements before selling, soliciting or negotiating long-term care or long-term care partnership products.

What are the Flood Training requirements for California?

Hours: 3
Frequency: One-time training must be complete prior to selling flood insurance products.

Please Note: Licensees must hold a property line of insurance to be able to receive continuing education credit for flood courses.

Can Insurance CE course hours carry over to the next renewal cycle?

Excess hours may be carried forward to the next year. Excess hours from an approved ethics, annuity or LTC course are carried over as general credit only.

What is the California Insurance license renewal process?

  1. Electronic renewals will be available 90 days prior to the expiration date.
  2. To complete license renewal, Continuing Education requirements must be met prior to submission of a renewal application.
  3. Complete renewal application and submit fees.

What are the WebCE California Insurance CE course requirements?

  • WebCE courses are classified as online interactive or online self-directed.
  • Students should read through the course material for each course before attempting a final exam.
  • Self-directed exams are open-book and do not require a monitor. Online Interactive exams are closed-book and do not require a monitor.
  • Final exam passing score: 70%
  • If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

What is the access period for WebCE California Insurance CE courses?

12 months from the original date of purchase, unless otherwise posted on the course description page and student dashboard.

How often does WebCE report California Insurance CE course completions?

Immediately upon course completion to Sircon. Any special requirement courses completed before a license has been issued will not be reported to the state until WebCE has received the correct license number from the student.

Does WebCE supply a certificate of completion for California Insurance CE courses?

Online PDF certificates of completion are available to print immediately after the course is completed. The licensee must keep a copy of each certificate of completion in his or her file for 5 years.

What are the California Insurance CE requirements for non-residents?

Non-resident licensees who meet CE requirements in their home state are not required to meet California CE requirements. Non-resident producers selling annuities, LTC, LTC partnership, or flood products are required to complete the same special training/education requirements as resident producers.

Are there any CE exemptions?

Licensees are exempt from CE requirements if one of the following is true:
  • Individuals who have held a life agent license for at least one year or who obtained a life settlement broker license prior to July 2, 2010 are exempt from the 15 hour life settlement broker training course requirement. This does not include an exemption from the life agent CE requirement.
  • The producer holds only a cargo shippers license.
  • The producer is 70 years or older and has held a California insurance license in good standing for 30 years or more.This does not include an exemption from product specific training for LTC and Annuities.
  • The producer holds a life license and claims a funeral exemption (sells less than $15,000 of insurance).
