What are the Insurance Continuing Education requirements for New York?

Producers & Public Adjusters

15 CE hours total, including:
  • Insurance Law: 1 CE hour
  • Ethics and Professionalism: 1 CE hour
  • Diversity, Inclusion and Elimination of Bias: 1 CE hour
  • Flood Insurance: 1 CE hour (if P&C licensed)
  • Enhanced Flood Insurance: 3 CE hours (must be taken in addition to basic flood if selling flood insurance through NFIP)

Multi-License Holders

30 CE hours total, including:
  • Insurance Law: 1 CE hour
  • Ethics and Professionalism: 1 CE hour
  • Diversity, Inclusion and Elimination of Bias: 1 CE hour
  • Flood Insurance: 1 CE hour (if P&C licensed)
  • Enhanced Flood Insurance: 3 CE hours (must be taken in addition to basic flood if selling flood insurance through NFIP)

Are there any course approval restrictions for New York Insurance CE?

  • Licensees must take courses in license type held.
  • Credit earned from a Bridge Course may be applied to both the renewal requirements for a Life and Health license as well as a Property and Casualty license.
  • An agent licensed in both Life and Health and Property and Casualty lines of authority may have Bridge Course credit apply to the total renewal requirement of both licenses. They may take only a total of 15 credit hours that are approved as Bridge Courses to satisfy their continuing education renewal requirements or may take a total of 30 hours of credit, with 15 hours in each line of authority.

When does New York Insurance CE have to be completed?

  • Producers: The licensee's birthday, every 2 years, based on odd/even birth year.
  • Public Adjusters: 12/31 of even years.

Can Insurance CE courses be repeated?

A licensee cannot ever repeat a course for credit.

What are the Annuity Training requirements for New York?

Regulation 187 requires insurers to set forth standards and procedures for recommendations to consumers with respect to both life insurance and annuity contracts. Insurance companies are responsible for ensuring that every producer recommending its life and annuity products is adequately trained to make the recommendation, however, Regulation 187 does not require the completion of specific training classes.

What are the Flood Training requirements for New York?

The following will need to be completed as part of the 15 hour requirement:
  • All P&C licensees will need 1 hour of Basic Flood instruction
  • If the licensee sells flood insurance through the NFIP, they will be required to take an additional 3 hours of Enhanced Flood insurance instruction
Note: Enhanced flood credit will not satisfy the basic flood instruction requirement.

Can Insurance CE course hours carry over to the next renewal cycle?

Excess CE hours may not be carried over to the next 2-year license term.

What is the New York Insurance license renewal process?

  1. Electronic renewals will be available 120 days prior to the expiration date.
  2. To complete license renewal, Continuing Education requirements must be met prior to submission of a renewal application.
  3. Complete renewal application and submit fees.

What are the WebCE New York Insurance CE course requirements?

  • WebCE courses are classified as online self-study courses.
  • Students should read through the course material for each course before attempting a final exam.
  • Self-study exams are closed-book and does not require a monitor.
  • Final exam passing score: 70%
  • If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

What is the access period for WebCE New York Insurance CE courses?

12 months from the original date of purchase, unless otherwise posted on the course description page and student dashboard.

How often does WebCE report New York Insurance CE course completions?

Twice every business day to the New York DOFS.

Does WebCE supply a certificate of completion for New York Insurance CE courses?

Online PDF certificates of completion are available to print immediately after the course is completed. Licensees are required to maintain the original certificate of completion in his or her files.

What are the New York Insurance CE requirements for non-residents?

  • Nonresidents must present a letter of certification from the nonresident licensee’s home state that indicates that the licensee is in good standing and is in compliance with the requirements of their home state.
  • Non-resident Public Adjusters that do not have a continuing education requirement in their home state must complete the New York Public Adjuster CE requirements.

Are there any CE exemptions?

The following are exempt from New York CE requirements:
  • Newly licensed individuals who have held their license for less than a full 2-yr period
  • Licensees called to active military duty during the term of their license.
  • Individuals holding any of the following licenses: Independent Adjuster, Bail Bond, Mortgage Guarantee, or Re-insurance Intermediary licenses.
