What are the Insurance Exam Prep education requirements for California?

Individuals must complete a pre-licensing course of study for the lines of authority desired before taking any examination. The prelicensing course must consist of 20 hours per line of authority on the general principles of insurance for that line of authority. In combination with the required hours per line of authority, a 12 hour Code and Ethics course containing 1 hour of anti-fraud training must also be completed. This requirement only needs to be completed once. The lines of authority requiring a pre-licensing course are as follows:
  • Life – 20 hours
  • Health and Accident – 20 hour
  • Life, Health, and Accident – 40 hours
  • Property – 20 hours
  • Casualty – 20 hours
  • Property and Casualty – 40 hours
  • Personal Lines – 20 hours

How to get an insurance license in California

  1. Meet the general eligibility criteria
    • Be at least 18 years of age
    • Must be a US citizen or have a current work authorization.
    • Reside or maintain a principal place of residence in California.
  2. Complete required prelicensing education
    • Applicants must complete 20 hours of PLE for each major line of authority (LOA) being sought, plus 12 hours of Ethics and California Insurance Code education.
    • Please Note: Prelicense education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the LOA.
  3. Register and pass state licensing exam
    • Make an exam reservation at www.psi.com or by calling 800 211 2754. Before making an exam reservation applicants should thoroughly review the State of California Licensing Candidate Handbook. The Candidate Handbook and additional licensing information can be accessed by clicking on the Student Handbook button above.
    • Bring a current form of identification (a valid driver’s license, non-driver ID, passport, military ID, or employee ID card).
  4. Submit fingerprints

    California requires fingerprint impressions from all unlicensed applicants. Fingerprinting requirements may be met before the exam is taken or at the exam site at the time of your appointment. You have three fingerprinting options:

    • PSI EXAMINATION SITES: Technicians are on site at PSI examination locations. Fees will be charged at the time of the testing appointment and covers the Federal Bureau of Investigation processing fee, Department of Justice processing fee, and the service fee charged by PSI Exams.
    • CALIFORNIA DEPARTMENT OF INSURANCE EXAMINATION SITES: Accurate Biometrics, a fingerprint vendor, is available at CDI examination sites to fingerprint candidates. A fee will be charged and covers the Federal Bureau of Investigation processing fee, Department of Justice processing fee, and the service fee charged by Accurate Biometrics. The fee must be paid directly to Accurate Biometrics
    • LOCAL LIVE SCAN VENDORS: A listing is available on the Department of Justice website which contains the approved live scan vendors, broken down by county and processing fees.
  5. Apply for a License

  • Per California PLE requirements, applicants are required to complete all of the lessons and answer each set of end-of-chapter quizzes with a score of at least 70 percent prior to taking an open-book final exam.
    Please Note: Prelicense education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the LOA.
  • WebCE recommends for the students to pass the open-book final exam with a score of 70% or higher, however passing the open-book final exam with 70% is not required.
  • WebCE suggest to then utilize Exam Tutor and Flash Tutor for further practice before your exam day.

What is the access period for WebCE California Insurance Exam Prep courses?

Does WebCE supply a certificate of completion for California Insurance Exam Prep courses?

Online PDF certificates of completion are available to print immediately after the final exam is passed. Pre-licensing course certificates are valid for three years from date of completion.

What is the process to transfer an insurance license to California?

  • Licensed agents who move to California, and are in good standing with their former home state, are exempt from the license examination requirement when applying for a new resident agent or broker license. To qualify for the waiver, the agent or broker must currently hold an active non-resident license in California.
  • Agents and brokers currently licensed as non-residents who move to California must still complete the 12-hour Ethics and California Insurance Code PreLicense education course before the license can be issued.
  • The agent must apply for the resident license within 90 days of canceling the license in their previous home state.

What is the process to obtain a non-resident insurance license in California?

Non-resident license candidates may obtain a California agent license, without having to complete the Prelicense education requirement or take a license examination, as long as they currently hold an active resident license of a similar type and are in good standing in their home state.
