What are the Insurance Exam Prep education requirements for California?

California passed Assembly Bill 943 to remove the 20-hour pre-license education requirement; only 12 hours of Law and Ethics will still be required. The bill will go into effect on January 1st, 2026.

Effective January 1st, 2026, Individuals must complete a pre-licensing course 12 hour Code and Ethics course containing 1 hour of anti-fraud training. This requirement only needs to be completed once. The lines of authority are as follows:

California Ethics and Code – 12 hours
Life – 20 hours
Health and Accident – 20 hour
Life, Health, and Accident – 40 hours
Property – 20 hours
Casualty – 20 hours
Property and Casualty – 40 hours
Personal Lines – 20 hours
Limited Lines Automobile – 20 hours

How to get an insurance license in California

Meet the general eligibility criteria
- Be at least 18 years of age
- Must be a US citizen or have a current work authorization.
- Reside or maintain a principal place of residence in California.
Complete required prelicensing education
- Effective January 1st, 2026, Applicants are only required to complete 12 hours of Ethics and California Insurance Code education.
- Please Note: Prelicense education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the LOA.
Register and pass state licensing exam
- Make an exam reservation at www.psi.com or by calling 800 211 2754. Before making an exam reservation applicants should thoroughly review the State of California Licensing Candidate Handbook. The Candidate Handbook and additional licensing information can be accessed by clicking on the Student Handbook button above.
- Bring a current form of identification (a valid driver’s license, non-driver ID, passport, military ID, or employee ID card).
Apply for a License
- After successfully completing the required examination, applicants must complete an Online application through Sircon or through NIPR.
Submit fingerprints
- After submitting a license application, California resident applicants can schedule a Live Scan fingerprinting appointment through CLS’s online registration system, accessible via the fingerprint link on the Departments Website. Once registered, applicants can choose an appointment time for CLS to capture and submit their fingerprints to both the DOJ and the FBI.
- After submitting your license application, visit the Department's website for additional information and fingerprinting process.
- California Insurance requires all licensees and applicants to report, in writing, any changes in background information to the California Department of Insurance (Department) within 30 days of the date the licensee or applicant learns of the change in background information. For more information, including a description of what constitutes a change in background, please visit www.insurance.ca.gov/background-change.

What are the WebCE California Insurance Exam Prep course requirements?

Per California PLE requirements, applicants are required to complete all of the lessons and answer each set of end-of-chapter quizzes with a score of at least 70 percent prior to taking an open-book final exam.
Please Note: Prelicense education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the LOA.
WebCE recommends for the students to pass the open-book final exam with a score of 70% or higher, however passing the open-book final exam with 70% is not required.
WebCE suggest to then utilize Exam Tutor and Flash Tutor for further practice before your exam day.

What is the access period for WebCE California Insurance Exam Prep courses?

90 days from the date of purchase. One additional extension for an additional 90 days can be purchased for $50.

How often does WebCE report California Insurance Exam Prep course completions?

WebCE reports the 12-hour California Ethics and Code course completions every business day to Sircon.

The California Department of Insurance no longer requires reporting of Life, Health and Accident, Property, Casualty, or Personal Lines courses to Sircon, as pre-license education is no longer mandated for these lines of authority.

Does WebCE supply a certificate of completion for California Insurance Exam Prep courses?

Online PDF certificates of completion are available to print immediately after the final exam is passed. Pre-licensing course certificates are valid for three years from date of completion.

What is the process to transfer an insurance license to California?

Licensed agents who move to California, and are in good standing with their former home state, are exempt from the license examination requirement when applying for a new resident agent or broker license. To qualify for the waiver, the agent or broker must currently hold an active non-resident license in California.
Agents and brokers currently licensed as non-residents who move to California must still complete the 12-hour Ethics and California Insurance Code PreLicense education course before the license can be issued.
The agent must apply for the resident license within 90 days of canceling the license in their previous home state.

What is the process to obtain a non-resident insurance license in California?

Non-resident license candidates may obtain a California agent license, without having to complete the Prelicense education requirement or take a license examination, as long as they currently hold an active resident license of a similar type and are in good standing in their home state.

Beginning January 1, 2026, Non-resident requirements will not be changing. Non-residents are still not required to complete the 12-hour Ethics and Code course. The 12-hour Ethics and Code course would be required only if they are changing from a non-resident to a resident.

Are there any California insurance product specific training requirements?

Before selling, soliciting or negotiating the following products, insurance license holders are required to complete the training outlined below. These training hours can be used toward the total CE hours required to renew the license.

Annuity Training

State required training for insurance producers that sell annuity products.

Initial Training
Hours: 8
Frequency: One-time training must be complete prior to selling Annuity products.

Ongoing Training
Hours: 4
Frequency: Ongoing training must be completed every 2-year license term following the initial 8-hour training completion.

Long-Term Care Training

State required training for insurance producers that sell long-term care products.

Initial Training
Hours: 8
Frequency: One-time training must be complete prior to selling LTC products.

Ongoing Training
Hours: 8
Frequency: After completing the initial 8-hour training requirement, producers licensed 4 years or less must complete 8 hours of state-approved LTC training annually for the first 4 years of licensure. Producers licensed more than 4 years must complete 8 hours of state-approved LTC training in every 2-year license term.

Important Notice: In order to solicit/sell long-term care insurance in California, agents need to hold a current license as: Life Accident and Health Insurance Agent, and you must comply with the LTC 8-hour training requirements. If holding a Life-Only Agent license, agents may sell LTC only as an LTC rider on a full life policy, and must also complete the 8-hour training requirements.

Long-Term Care Partnership Training

State required training for insurance producers that sell long-term care partnership products. Must be completed in a classroom.

Initial Training
Hours: 16
Of these 16 hours, 8 hours must be fulfilled in a state-approved classroom, and 8 hours must be fulfilled by taking a state-approved LTC self-study course.
Frequency: One-time training must be complete prior to selling LTCP products.

Ongoing Training
Hours: 8
Frequency: After completing the initial 16-hour training requirement, LTCP insurance producers must complete 8 hours of state-approved LTCP training in every 2-year license term, which must be fulfilled in a state-approved classroom.

NFIP Flood Training

State required training for insurance producers that sell flood insurance products.

One-Time Training
Hours: 3
Frequency: One-time training must be complete prior to selling flood insurance products.

Please Note: Licensees must hold a property line of insurance to be able to receive continuing education credit for flood courses.

Homeowners Valuation Insurance Training

State required training for insurance producers that sell homeowners' insurance products.

One-Time Training
Hours: 3
Frequency: One-time training must be complete prior to selling homeowners' insurance products.

Additional Information

Individuals not licensed as a resident or non-resident California life agent or who have not held a resident or non-resident California life agent license for more than a year are required to complete 15 hours of education related to life settlements and life settlements transactions, prior to operating as a life settlements broker.
