Minnesota Insurance Exam Prep & Licensing Requirements

Individuals must complete a pre-licensing course of study for the lines of authority desired before taking any examination. The prelicensing course must consist of 20 hours per line of authority on the general principles of insurance for that line of authority. The lines of authority requiring a pre-licensing course are as follows:

• Life – 20 hours
• Health and Accident – 20 hour
• Life, Health, and Accident – 40 hours
• Property – 20 hours
• Casualty – 20 hours
• Property and Casualty – 40 hours
• Personal Lines– 20 hours

1. Meet the general eligibility criteria
   • Be at least 18 years of age.
   • Reside or maintain a principal place of residence in Minnesota.


2. Complete required prelicensing education
   • Prepare for the Minnesota State Exam by completing a pre-licensing course of study.
   • To satisfy the requirements for your course, you will need to pass a monitored Exam Prep Course Certification Exam with a 70% or greater.
   • When making a licensing exam reservation, applicants will be required to present your Certificate of Completion at your licensing exam. After passing the Exam Prep Course Certification Exam, you will be able to download a PDF Certificate of Completion which is valid with WebCE for one year from the date of completion; you will need to take and pass your state exam within this timeframe.


3. Register and pass state licensing exam

   • Bring two forms of current signature identification (a valid driver’s license, non-driver ID, passport, military ID, or employee ID card, or credit card) and a copy of your prelicensing education Certificate of Completion on exam day.
   • Examination results are valid for three years from the date of the examination.

4. Submit Fingerprint
   • All applicants for Producer and Adjuster licenses must provide a set of fingerprints to the Minnesota Department of Commerce. Applicants can be fingerprinted at one of PSI Minnesota’s sites, during regular testing hours, on the day of your examination. The prints will be forwarded electronically to the appropriate review agencies. You will pay the fingerprinting fee at the test site on the day of testing. The $63.75 fee may be made payable by VISA, MasterCard, American Express or Discover. Failure to get fingerprinted on the day of the examination will delay the licensing process.    • Apply for a License
   • Insurance producer license candidates must have submitted a completed application within thirty-six (36) months after the examination is passed. Candidates must complete an electronic application at www.sircon.com/minnesota

• Per Minnesota PLE requirements, applicants are required to complete all of the lessons and answer each set of end-of-chapter quizzes with a score of at least 70 percent prior to taking an open-book final exam.
  Please Note: Pre-license education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the LOA.
• Students should pass the closed-book monitored final exam with a score of 70% or higher.
• Exam Requirements: Self-Study exams are closed-book and must be monitored by a disinterested 3rd party. A proctor is a person who (1) verifies a student’s identity, and (2) processes an affidavit testifying that the student received no outside assistance with the course or examination. A proctor must be 18 years of age or older and must not have a financial or other conflict of interest with respect to a student's successful completion of the course or the examination. A proctor must not be: a relative of the student; the student's supervisor at work; a person the student supervises at work; or a student who is completing the same course.
• If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

The commissioner may waive all or part of the requirement for pre-license education and examination for individuals in other jurisdictions if a reciprocal licensing agreement is in effect, the individual is currently licensed in that jurisdiction and the licensing requirements of that jurisdiction are substantially similar to Minnesota.

Nonresident license candidates may obtain a Minnesota producer license, without having to complete the pre-license education requirement or take a license examination, as long as they currently hold an active resident license of a similar type and are in good standing in their home state.
