More About the Annual Filing Season Program
Requirements
The Internal Revenue Service (IRS) Annual Filing Season Program – Record of
Completion (AFSP – ROC) is intended to recognize and encourage unenrolled tax
return preparers who want to voluntarily increase their knowledge and improve
their filing season competency through continuing education (CE).
Unenrolled Non-Exempt Tax Preparers
Unenrolled non-exempt tax return preparers who want to obtain the AFSP –ROC
need to complete a total of 18 CE hours in the following subject areas:
- 6-hours in Annual Federal Tax Refresher(AFTR) Course
- 10 hours of federal tax topics
- 2 hours of ethics
Unenrolled Exempt Tax Preparers
Unenrolled exempt tax return preparers who want to participate in the AFSP
–ROC need to complete a total of 15 CE hours in the following subject
areas:
- 3 hours of federal tax law updates
- 10 hours of other federal tax topics
- 2 hours of ethics
Once the CE is completed, tax preparers will also need to renew their PTIN
and consent to the Circular 230 practice obligations. Once they have completed
all three requirements they will be listed in the IRS Directory of Federal Tax
Return Preparers with Credentials and Select Qualifications and gain limited
representation rights, meaning they can represent clients whose returns they
prepared and signed, but only before revenue agents, customer service
representatives, and similar IRS employees, including the Taxpayer Advocate
Service.
