What are the Insurance Exam Prep education requirements for Washington?

Washington insurance pre-license education is not required; however, it is recommended to complete an exam prep course before attempting to take your state’s licensing exam.

How to get an insurance license in Washington

Meet the general eligibility criteria
- Be at least 18 years of age
- Reside or maintain a principal place of residence in Washington.
Prepare for state licensing exam
- Use the WebCE Exam Prep courses to better prepare you to pass the state licensing exam.
Register and pass state licensing exam
- Make an exam reservation at psiexams.com or by calling (855) 205-5825.
- Bring two forms of current signature identification (a valid driver’s license, non-driver ID, passport, military ID, or employee ID card, credit card) and your WebCE Certificate of Completion.
- PSI is providing remotely proctored testing for the state of Washington. Students may register to have their licensing exam remotely proctored by visiting the PSI website.

Apply for a License
- After passing your licensing exam and submitting fingerprints, complete the insurance license application online at www.nipr.com.
Submit fingerprints
- Washington State residents have a new application process. Beginning August 15, 2025, a resident MUST have an application submitted to the OIC PRIOR to scheduling an appointment for fingerprints. The OIC has an Application Programming Interface (API) in place with Idemia. A person attempting to schedule a fingerprinting appointment will be required to provide the NIPR or OIC transaction number from their submitted application. If the transaction number and personal information do not match what has been If a fingerprint appointment has not been submitted in the application, a fingerprint appointment cannot be scheduled. Candidates DO NOT need to be fingerprinted BEFORE taking an exam. Candidates will need to apply to the state of Washington for their license once they pass the exam. The state of WA will instruct them on how to proceed with the fingerprint requirement.

What are the WebCE Washington Insurance Exam Prep course requirements?

WebCE insurance exam prep courses follow the state exam content outlines. Students should read each lesson before proceeding to the next lesson.
WebCE suggests students pass the closed-book non-monitored Exam Prep Practice exam with a score of 70% or higher and then utilize Exam Tutor and Flash Tutor for further practice before your exam day.

What is the access period for WebCE Washington Insurance Exam Prep courses?

90 days from the date of purchase. One additional extension for an additional 90 days can be purchased for $50.

How often does WebCE report Washington Insurance Exam Prep course completions?

Effective Monday, July 24, 2023 Washington Office of the Insurance Commissioner will no longer require courses to be reported to the state.

Does WebCE supply a certificate of completion for Washington Insurance Exam Prep courses?

Online PDF certificates of completion are available to print immediately after passing the WebCE course exam. Effective Monday, July 24, 2023 Certificates are for personal records and is not required for the state exam.

What is the process to transfer an insurance license to Washington?

New residents who still hold an active license in their previous home state will not be required to complete pre-license education or take the license examination as long as the WA insurance license application is received within 90 days of your former home state license being cancelled and the WA license being applied for is the same line of authority as in the previous state. The new resident is also required to apply for a resident producer's license within 90 days of establishing residency in Washington. The license candidates must obtain a Letter of Clearance from their former home state and submit it along with all required application materials.

What is the process to obtain a non-resident insurance license in Washington?

An individual who applies for an insurance producer license in this state who was previously licensed for the same lines of authority in another state shall not be required to complete any pre-licensing education or examination. This exemption is only available if the person is currently licensed in that state or if the application is received within ninety (90) days of the cancellation of the applicant’s previous license, and if the prior state issues a certification that, at the time of cancellation, the applicant was in good standing in that state or the state’s producer database records, maintained by the NAIC, its affiliates, or subsidiaries, indicate that the producer is or was licensed in good standing for the line of authority requested.

A person licensed as an insurance producer in another state who moves to this state shall make application within ninety (90) days of establishing legal residence to become a resident licensee under RCW 48.17.175. No pre-licensing education or examination shall be required of that person to obtain any line of authority previously held in the prior state except where the commissioner determines otherwise by rule.

Fingerprint requirement:Non-resident applicants do not have any fingerprint requirements. A license will not be issued until the state receives the results of the background check.

Are there any Washington insurance product specific training requirements?

Before selling, soliciting or negotiating the following products, insurance license holders are required to complete the training outlined below. These training hours can be used toward the total CE hours required to renew the license.

Annuity Training

State required training for insurance producers that sell annuity products.

Initial Training
Hours: 4
Frequency: One-time training must be complete prior to selling annuity products.

Additional Information

Long-Term Care Training

State required training for insurance producers that sell long-term care products.

Initial Training
Hours: 8
Frequency: One-time training must be complete prior to selling LTC products.

Ongoing Training
Hours: 4
Frequency: Ongoing training must be completed every 24 months, following the initial training requirement.

NFIP Flood Training

State required training for insurance producers that sell flood insurance products.

One-Time Training
Hours: 3
Frequency: One-time training must be complete prior to selling flood insurance products.
