What are the Insurance Exam Prep education requirements for Pennsylvania?

As of April 29, 2025, Pennsylvania no longer requires candidates to complete prelicensing education. However, it is recommended that you complete an exam prep course before taking your state's licensing exam.

How to get an insurance license in Pennsylvania

Meet the general eligibility criteria
- Be at least 18 years of age.
- Be a resident of or have principal place of business in Pennsylvania

Complete required prelicensing education
- Use the WebCE Exam Prep courses to better prepare you to pass the state licensing exam..

Register and pass state licensing exam
- Make an exam reservation at psiexams.com or by calling (888) 818-5822.
- Bring one form of current signature identification (a valid driver’s license, non-driver ID, passport, military ID, or employee ID card, credit card) and your WebCE Certificate of Completion.
- PSI is providing remotely proctored testing for the state of Pennsylvania. Student may register to have their licensing exam remotely proctored by visiting the PSI website.

Submit fingerprints
- All first-time individual resident producer and adjuster applicants must be fingerprinted in order to become licensed
- Applicants are required to register online via the IdentoGO website or by telephone at 844-321-2101. Use service code 1KGBGJ when registering.

Apply for a License
- After passing your licensing exam and submitting fingerprints, complete the insurance license application online through Sircon or NIPR.

What are the WebCE Pennsylvania Insurance Exam Prep course requirements?

WebCE insurance exam prep courses follow the state exam content outlines. Students should read each lesson before proceeding to the next lesson.
WebCE suggests students pass the closed-book non-monitored Exam Prep Practice exam with a score of 70% or higher and then utilize Exam Tutor and Flash Tutor for further practice before your exam day.

What is the access period for WebCE Pennsylvania Insurance Exam Prep courses?

90 days from the date of purchase. One additional extension for an additional 90 days can be purchased for $50.

How often does WebCE report Pennsylvania Insurance Exam Prep course completions?

WebCE does not report exam prep course completion as the Pennsylvania Insurance Department does not require course completions to be reported.

Does WebCE supply a certificate of completion for Pennsylvania Insurance Exam Prep courses?

Online PDF certificates of completion are available to print immediately after the final exam is passed. Pre-licensing course certificates are valid for one year from date of completion.

What is the process to transfer an insurance license to Pennsylvania?

New residents who still hold an active license in their previous home state will not be required to complete pre-license education or take the license examination as long as

The application is received within 90 days of their former home state license being canceled
The license being applied for is the same line of authority as in the previous state
Obtain a letter of clearance from your prior home state

What is the process to obtain a non-resident insurance license in Pennsylvania?

Nonresident license candidates may obtain a Pennsylvania agent license, without having to complete the pre-license education requirement as long as they are currently licensed as a resident and in good standing in their home state. In addition, nonresident license candidates are exempt from an examination if the applicant’s home state grants a waiver of examination to Pennsylvania resident license producers.

Are there any Pennsylvania insurance product specific training requirements?

Before selling, soliciting or negotiating the following products, insurance license holders are required to complete the training outlined below. These training hours can be used toward the total CE hours required to renew the license.

Annuity Best Interest Training

State required training for insurance producers that sell annuity products.

Annuity Best Interest Training
Hours: 4 CE hours
Frequency: One-time training of a 4-Hour Annuity Suitability and Best Interest Standards course must be completed prior to selling annuity products.

Residents and non-residents who have completed training including the NAIC Best Interest Standards in another state with laws similar to Pennsylvania law will be deemed compliant with this requirement.

Long-Term Care Training

State required training for insurance producers that sell long-term care products.

Initial Training
Hours: 8
Frequency: One-time training must be complete prior to selling LTC products.

Ongoing Training
Hours: 4
Frequency: Ongoing training must be completed every 24-month license period, following the initial training requirement.

Residents and non-residents who satisfy the training requirements of another state with laws similar to Pennsylvania's law will be compliant with the requirement.
