On January 28, 2019, the
Internal Revenue Service will begin to process tax refunds to taxpayers as
scheduled. Despite the government shutdown, tax refunds will be returned due to
a permanent, indefinite appropriation passed by Congress. Although the
government shutdown will not affect taxpayer refunds, the IRS has only kept
about 44% of its total workforce on hand for the season. As this is the first
filing season under the 2017 Tax Cuts and Jobs Act, many could have a difficult
time navigating the new tax laws. This coupled with the recent staffing cuts to

problematic.
