California Adjuster Exam Prep

California does not require licensing candidates to complete prelicensing education; however, it is recommended to complete an exam prep course before attempting to take your state’s licensing exam.

California does require individuals to complete a pre-licensing course of study for a Public Adjuster license. Candidates are required to complete 20 Hours of Public Adjuster Prelicense Education course before taking the state Exam.

All Lines Adjuster

1. Meet the general eligibility criteria
   • Be at least 18 years of age.
   • Have two years of certified experience in the insurance adjusting field, equal to 4,000 compensated hours.
2. Prepare for state licensing exam
   • Use the WebCE Exam Prep courses to better prepare you to pass the state licensing exam.
3. Register and pass state licensing exam
   • Register for and pass the California State Exam with PSI
4. Apply for a License
   • Submit application using Sircon or LIC 041-A
5. Submit fingerprints
   • After submitting a license application, California resident applicants can schedule a Live Scan fingerprinting appointment through CLS’s online registration system, accessible via the fingerprint link on the Departments Website. Once registered, applicants can choose an appointment time for CLS to capture and submit their fingerprints to both the DOJ and the FBI.

Public Adjuster

1. Meet the general eligibility criteria
   • Be at least 18 years of age.
   • Must be a US citizen or have a current work authorization.
   • Reside or maintain a principal place of residence in California.
2. Complete required prelicensing education
   • Prepare for the California State Exam by completing a pre-licensing course of study.
   • To satisfy the requirements for your course, complete 20 hours of public insurance adjuster prelicensing education prior to the issuance of the license.
   • Per California PLE requirements, applicants are required to complete all lessons and answer each set of end-of-chapter quizzes with a score of at least 70 percent prior to taking an open-book final exam.
   • Prelicense education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the Public Adjuster Prelicense course.
   • WebCE recommends students pass the open-book final exam with a score of 70% or higher.
   • Make an exam reservation at www.psi.com or by calling 800-211-2754. Before making an exam reservation, applicants should thoroughly review the State of California Licensing Candidate Handbook. The Candidate Handbook and additional licensing information can be accessed by clicking on the Student Handbook button above.
   • Bring a current form of identification (a valid driver's license, non-driver ID, passport, military ID, or employee ID card).
3. Apply for a License
   • After passing the qualifying license examination, apply online for a public insurance adjuster license using Sircon California.
   • Please note: Before a public insurance adjuster license can be issued, California Insurance Code section 15011(d) requires both California resident applicants and non-resident applicants to maintain a business address location in the state of California with public access during regular business hours.
   • The following items are required with the public adjuster license application:
     1. Experience Requirement: Must have two years certified experience in the insurance adjusting field (California Insurance Code section 15011(c)). Two thousand hours of compensated time in the adjusting field equals one year of experience (California Code of Regulations, Title 10, section 2691.4). New applicants who were licensed as an Apprentice Public Insurance Adjuster for 12 months satisfy the two-year experience requirement (California Insurance Code section 15016).
     2. Bond: Complete a Bond of Public Insurance Adjuster, Form LIC 94A in the penal sum of $20,000 by a California-admitted surety, in the name of the applicant and signed by the applicant authorizing the person to act as a public insurance adjuster.

        This bond requires the following items to be uploaded into the Sircon application:

        • The completed LIC 94A
        • The Power of Attorney (if the bond was not executed by an officer of the insurer).
        • The Jurat (if the Seal of Surety Corporation was not included in the Power of Attorney).
     3. Passport Size Photographs: Attach two electronic (color) passport-size photographs that are not older than six months.
     4. Public Adjuster Authorization: Complete and attach a Public Adjuster Authorization Application, LIC 0100A to the Sircon application. This form must be signed by both the employee and the employer prior to being uploaded into the Sircon application.
     5. Contract: Submit a contract. For additional information or a sample contract, please visit Application Procedures .
   • Submit fingerprints
     Fingerprint impressions are required for unlicensed applicants and are to be submitted soon after submitting the public insurance adjuster license application on Sircon. Please follow the procedures on the Department’s California Resident Licensing Fingerprint Requirements web page. Failure to submit fingerprints promptly may delay the issuance of your license.

• Applicants must read each lesson before proceeding to the next lesson.
• WebCE suggests students pass the Exam Prep Practice exam with a score of 70% or higher.

Public Adjuster Requirements:

• Per California PLE requirements, applicants are required to complete all of the lessons and answer each set of end-of-chapter quizzes with a score of at least 70 percent prior to taking an open-book final exam.
  Please Note: Prelicense education providers are required to record the actual time the applicant spends in the course and not allow access to the certificate of completion until the applicant's time equals the number of required hours for the LOA.
• WebCE recommends for the students to pass the open-book final exam with a score of 70% or higher, however passing the open-book final exam with 70% is not required.
• WebCE suggest to then utilize Exam Tutor and Flash Tutor for further practice before your exam day.

12 months from the original date of purchase

WebCE does not report exam prep course completions, as the California Department of Insurance does not require course completions to be reported.

Public Adjuster Public Adjuster course completions are reported to Sircon every business day.

Online PDF certificates of completion are available to print immediately after passing the WebCE course exam. Certificates are for personal records and is not required for the state exam.

Public Adjuster Online PDF certificates of completion are available to print immediately after the final exam is passed. Pre-licensing course certificates are valid for three years from date of completion.

California does not reciprocate with any state for adjuster licenses. To obtain a California independent adjuster license, you will need to:

1. Pass the California State Exam: California requires you to pass its own specific exam to obtain a license, regardless of your other licenses.
2. Meet California's Specific Requirements: You will also need to meet all other requirements set by the California Department of Insurance. Please visit www.insurance.ca.gov for additional information

Public Adjuster California will issue licenses to public insurance adjusters who reside in states that do not license public insurance adjusters. Such individuals must meet all of the licensing requirements of a California resident public insurance adjuster to designate California as their home state. The Insurance Commissioner may require such other documents as will aid in determining whether the applicant meets the qualifications for a license. California does not grant reciprocal licenses. To become a licensed adjuster in California, you must pass the state exam.
