Producers

Producers licensed prior to January 1, 2011:
  • 2013: All producers born in odd years will be required to obtain 24-hours of insurance CE, including 3-hours of ethics, every 2 year license term thereafter.
  • 2014: All producers born in even years will be required to obtain 24-hours of insurance CE, including 3-hours of ethics, every 2 year license term thereafter.

Producers licensed on or after January 1, 2011 will be issued a 2 year license and be required to obtain 24-hours of insurance CE, including 3-hours of ethics, by their birth date based on their issuance year.

Adjusters

24-hours of insurance CE, including 3-hours of ethics are required every 2-year license term.

Arkansas Insurance Renewal

License Term

  • Odd year birth renewals will need to complete CE in 2011 by their birth date and will then be issued a 2 year license. The next renewal period will end on their birth date in 2013 and every two years thereafter.
  • Even year birth renewals will need to complete CE in 2011 by their birth date and will then be issued a 1 year license. The next renewal period will end on their birth date in 2012 and then every two years thereafter.
  • All licensee's licensed on or after January 1, 2011 will renew on the licensee's birth date 2 years after license issuance year. For example, if a licensee was born on February 15th and initially received his license in 2011, he would renew on February 15, 2013.

Long-Term Care Training

State required training for insurance producers that sell long-term care products.

Hours: 8
Frequency: One-time training must be complete prior to selling LTC products.

Ongoing Training
Hours: 4
Frequency: Ongoing training must be completed every 24-month period following the completion of the initial training and every 24-months thereafter.

Arkansas Insurance Continuing Education Exam Requirements

Exam Rules

Self-study final exams are closed book. Producers may not refer to the course material while the exam is in progress. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

Monitor Requirements

Self-study final exams must be monitored by a disinterested third party and have no family or financial relationship to the licensee.

Reporting and Arkansas Insurance Continuing Education Certificates of Completion

Certificates of Completion

WebCE provides online, printable certificates in Arkansas. Certificates of completion are available to print online immediately after the final exam is passed. Because WebCE reports CE credits directly to the Arkansas Insurance Department, producers are only required to maintain a copy of each certificate of completion in his or her files for the most recent license term.

Reporting

Next-Day Reporting: Upon receipt of the Appendix G form, WebCE will report CE credits to SBS every business day.
*Agents must have their CE credit hours posted prior to their expiration date and prior to applying to renew their insurance license(s). Providers have 10 days to report your CE completions, so please plan accordingly to avoid a lapse in licensure.

Repetition and Carryover

Carryover Rules

A producer may carry over excess CE hours up to the number of hours needed to satisfy the CE requirement in the next license term. Excess ethics hours carry over as general credits in the next license term.

Repetition Rules

A producer cannot repeat the same course within 2 years from the original course completion date.

Non-Resident Arkansas Insurance Continuing Education Requirements

State-Specific Insurance Product Training

Long-Term Care
Non-resident producers selling LTC in Arkansas must comply with the Arkansas LTC training requirements:
  • Initial 8-hour LTC training requirement: Before selling, soliciting, or negotiating LTC insurance products in Arkansas, nonresident producers must complete an initial 8-hour, NAIC LTC training course approved for use in any licensed state.
  • Ongoing 4-hour LTC training requirement: After completing the 8-hour initial training requirement, non-resident producers must complete 4 hours of state-approved LTC training every 24-month period following the initial training and every 24 months thereafter.

Non-Resident Insurance CE Requirements

Adjusters
Non-resident adjusters are required to comply with Arkansas’s CE requirement by:
  • being licensed and in good standing as a adjuster in their resident state that has a continuing education requirement for its resident adjusters; or
  • being licensed and in good standing as a non-resident adjuster in Arkansas and completing Arkansas's continuing education requirement by an approved provider.
  • being licensed and in good standing as a non-resident adjuster in a state or designated "Home State" that has a continuing education requirement for its nonresident adjusters.

Exemptions from Arkansas Insurance Continuing Education Requirements

Insurance CE Exemptions

The following are exempt from Arkansas CE requirements:
  • Nonresident licensees in good standing with their home state
  • Individuals holding limited lines licenses for which an examination is not required
  • Individuals holding a limited or restricted license
  • Individuals who are 60 years old and were licensed prior to 07/01/2003
  • Individuals who have been actively licensed as a producer or broker for at least 15 consecutive years and who were licensed prior to 07/01/2003
  • Individuals licensed in Arkansas less than a year upon renewal
  • Individuals in their first full year of licensure following the year they made a change in residency or domicile to Arkansas
  • Third-party administrators who do not solicit business
  • Any producer called to active duty in the U.S. military services
  • If the exempt producer moves to another state and later returns, he or she may request a reinstatement of the exemption from the Commissioner as long as he or she retained licensure in Arkansas continuously from the time he or she first qualified for the exemption.
