Law and Rule Required Course (LARRC) 2024-2025

Overview

This course covers required and optional content approved by the Oregon Real Estate Board for the Law and Rule Required Course (LARRC) 2024-2025. Students will learn about recent legislative changes, fair housing laws with examples from recent court cases, and the fair housing complaint processes administered by Housing and Urban Development (HUD) and the Oregon Bureau of Labor and Industries (BOLI).

This three-hour course meets the Law and Rule Required Course continuing education requirement for Oregon licensees.

Learning Objectives

By the end of the course, students will be able to:

  • recall rules that apply to unlicensed real estate brokerage activity
  • describe recently updated and enacted bills that apply to the real estate industry in Oregon
  • explain the new "love letter" ruling
  • list protected classes under federal and Oregon law
  • identify exemptions under the Fair Housing Act as well as property types covered under the Act
  • summarize prohibited behavior involving the sale and rental of housing under the Fair Housing Act
  • define blockbusting, steering, redlining, disparate impact, and implicit bias
  • explain what reasonable accommodations and modifications are and how they are applied
  • relate how fair housing complaints can be filed either with HUD or the Bureau of Labor and Industry (BOLI) and subsequent enforcement
