Florida PreLicense Education Requirements

General Insurance Licensing Requirement

To qualify for a resident Florida state insurance producer license, the applicant must satisfy the following requirements:
  • Be 18 years of age or older
  • Be a resident of the State of Florida
  • A United States citizen or legal alien who possesses work authorization from the United States Immigration and Naturalization Service Not be an employee of the United States Department of Veterans Affairs or state service office, as referred to in Section 626.833, Florida Statutes.
  • Complete an approved prelicensing course of study (see Prelicense requirements below)
  • Pass a written examination and file a license application online
  • Submit a set of fingerprints if licensed in another state within 3 years.
  • provide a Letter of Clearance

Required Florida PreLicense Exam Prep Hours

PreLicense Education Requirements (PLE)

Per Florida House Bill 1133, the study hour requirement for the 2-15 Florida Life & Health (including Annuities and Variable Contracts) course has increased to 60 hours, effective July 1, 2015. All online course providers were required to revise their Life & Health (2-15) course to conform with this requirement. Providers that do not revise their Florida Life & Health (2-15) course in compliance with this requirement will be prohibited from offering their course for sale in Florida, and any student who has been enrolled in a pre-licensing course that is not approved by the Florida Division of Financial Services will not be eligible to receive credit.’s Florida Life & Health (2-15) course has been fully approved by the Florida Division of Financial Services as meeting this new requirement.

Applicants must complete Prelicense education (PLE) for each major line of authority (LOA), as follows:
  • Life and Variable Annuity – 40
  • Health – 40
  • Life, Health and Variable Annuity – 60
  • General Lines (Property & Casualty) – 200
  • Personal Lines – 60
